The Government of Sierra Leone has received financing from the World Bank toward the cost of the Sierra Leone-Quality Essential Health Services and Systems Support Project (QEHSSSP), and intends to apply part of the proceeds for consulting services. The consulting services (“the Services”) include to develop undergraduate and postgraduate curricula in Public Health and infectious diseases; course contents in Public Health and infectious diseases. The estimated level of effort for this assignment is 15 working days per month for a period of six months/ 90 days. The Integrated Heath Projects Administration Unit now invites qualified individuals (Consultants) to indicate their interest in providing the Services. Interested Consultants should provide information (academic/ professional certificates and updated CVs) which demonstrate that they have the required qualifications and relevant experience to perform the Services. The shortlisting and selection criteria shall be based on the following minimum qualification and experience:
The minimum qualification and experience are:
- Bachelor’s degree in Medicine and Surgery (MBChB, MBBS, MD) and Fellowship in Public Health from a recognized Postgraduate Medical College and/or a Doctor of Philosophy (PhD) degree in Public Health or a specialized area in Public Health.
- He/She must have at least 15 years of experience in senior Public Health roles within academic institutions and/or senior Consultant-level expertise in Public Health practice; or preferably a professor or at the rank of a Professor in Public Health.
- He/She must possess the requisite academic experience in curriculum development/capacity building programs in Public Health, and Quality Assurance in higher education. Previous experience working with or in developing countries, particularly in Africa, is strongly preferred.
The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” dated July 2016 and revised in November 2017, August 2018 and November 2020 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
Consultant will be selected in accordance with the Individual Consultant Selection Method set out in the “Procurement Regulations for IPF Borrowers” dated July 2016 and revised in November 2017, August 2018 and November 2020.
