The Government of Sierra Leone has received financing from the World Bank toward the cost of the Sierra Leone-Quality Essential Health Services and Systems Support Project (QEHSSSP), and intends to apply part of the proceeds for consulting services. The consulting services (“the Services”) includes to develop an undergraduate curriculum in dentistry; course content that will lead to the award of Bachelor’s Degree in Dental Surgery (DDS). The estimated level of effort for this assignment is 15 working days per month for a period of six months/ 90 days. The detailed Terms of Reference (TOR) for the assignment can be obtained via email to msesay@mohsihpau.gov.sl.
The Integrated Heath Projects Administration Unit now invites qualified individuals (Consultants) to indicate their interest in providing the Services. Interested Consultants should provide information (academic/ professional certificates and updated CVs) which demonstrate that they have the required qualifications and relevant experience to perform the Services. The shortlisting and selection criteria shall be based on the following minimum qualification and experience:
The minimum qualification and experience are:
- Bachelor’s Degree in Dentistry (BDS, BChD or DDS), professional Diploma or Fellowship of a recognized Postgraduate College and a Doctor of Philosophy (PhD) degree in a specialized area of Dentistry.
- He/She must be a professor in a field of dentistry of not less than 15 years’ work experience.
- He/She must possess the requisite academic experience in curriculum development/capacity building programs in dentistry, and Quality Assurance in higher education is Previous experience working with or in developing countries, particularly in Africa, is strongly preferred.
The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” dated July 2016 and revised in November 2017, August 2018 and November 2020 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
Consultant will be selected in accordance with the Individual Consultant Selection Method set out in the “Procurement Regulations for IPF Borrowers” dated July 2016 and revised in November 2017, August 2018 and November 2020.
