The Government of Sierra Leone Ministry of Health (MoH) has received financing from the World Bank toward the cost of the Quality Essential Health Services and Systems Support Project and intends to apply part of the proceeds for consulting services.
The consulting services (“the Services”) include:
- Review and Adoption of Engineering Drawings, Bills of Quantities, Preparation of Bidding Documents, Bidding and Contract Award
- Support in Tendering process including preparation of bidding document
- Organize Rehabilitation/Construction Supervision for 10 (ten) health Facilities in Western Rural, Bonthe, Falaba and Tokonlili Districts.

The Ministry of Health now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The main shortlisting criteria are:
- The qualifications and experience of the firm and
- The availability of qualified and experienced staff as defined and stipulated in the TOR.
The consulting firm/company shall possess the following qualifications and/or general requirements. The relevant qualification and detail selection criteria shall include, but not limited to:
- Valid Company Registration Documents.
- Minimum of 5-10 years demonstrable experience in Design and Construction supervision.
- Adequate multidisciplinary staffing resources availability to carry out the services. The indicative description of required key staffing schedule are Team Leader/Architect, Environmental and Social Specialist, Civil Engineer, Quantity Surveyor, Electrical Engineer, Clerk of Works/ Site Inspectors etc.
- 3-5 years proven experience with similar projects in accordance with the building principles of Sierra Leone (Local Code of Standards) or international code of standards.
The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” dated July 2016 and revised in November 2017, August 2018 and November 2020 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest
Consultants may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.
A Consultant will be selected in accordance with the Consultant Qualification Selection (CQS) method as set out in the “Procurement Regulations for IPF Borrowers” dated July 2016 and revised in November 2017, August 2018, November 2020 and September 2023.
