- Terms of Reference for Fellow – Health Management Information System (HMIS)
The role of the HMIS Fellow is instrumental in advancing the MoH’s mission to establish a user-friendly Health Information System. This system aims to provide timely, efficient, and dependable information to facilitate evidence-based decision-making. The HMIS Fellow will be responsible for gathering, analyzing health information, working with the HMIS unit, and supporting and learning from HMIS, Digital Health, and ICT teams. S/he will engage in health technical working group meetings, local events/workshops, and technical working groups at the national level. Collaborating with the HMIS Unit Head, the Monitoring and Evaluation Unit Head, and Senior Fellows, the HMIS Fellow will generate high-quality information products to guide health system decisions across Sierra Leone. This role also aligns with the Ministry’s Digital Health Roadmap by focusing on enhancing data literacy and achieving data interoperability between DHIS2 and other digital systems.
KEY RESPONSIBILITIES
Health Data Quality:
- Contribute to the development of an internal data quality improvement plan for health facilities.
- Develop training modules for staff on data collection tools.
- Support quality benchmark monitoring in health facilities.
- Conduct real-time analysis of health service use and delivery.
- Provide health intelligence data on diseases and trends.
- Support data validation and audits.
Health Data Reporting:
- Generate statistical reports.
- Contribute to quarterly Health Information Bulletins.
- Support data quality improvement in DHIS2.
Data Gathering, Coordination, and Analysis:
- Develop and deliver training plans for HMIS capacity building.
- Participate in data analysis and dissemination.
- Support facility data collection.
- Assist in monthly, quarterly, bi-annual, and annual report writing.
- Contribute to the development of digital health applications.
Capacity Building:
- Support the development and implementation of HMIS strategies.
- Support in delivering HMIS and DHIS2-related training.
- Engage in capacity-building opportunities.
QUALIFICATIONS AND EXPERIENCE
Desirable:
- A graduate (BSc/BA), Merit (2:1) or First Division preferably.
- Sierra Leonean.
- Willingness to pursue a master’s degree while working.
- Willingness to transition into a permanent position at the MoH following the fellowship.
Expectations (Candidates may have a combination of these attributes):
- A Bachelor’s degree in a relevant field.
- 1-3 years+ of relevant experience in health management information systems, population health management.
