The Government of Sierra Leone has received financing from the Large Anonymous Donor (LAD) toward the cost of Leveraging Health System Pillars and Levers to Improve Sexual and Reproductive Health and Rights (SRHR) Project. Part of the funding will support the initial phase of EMR deployment across 300 health facilities (250 PHUs and 50 Hospitals). Over the years, the Government of Sierra Leone (GoSL) has prioritized the integration of digital technologies in the health sector as part of the broader digital transformation agenda. Consequently, the Ministry of Health (MoH) has made significant strides in creating the enabling environment required to facilitate the digitalization drive. MoH developed a National Digital Health Strategy in 2018 followed with the National Digital Health Roadmap to operationalize the strategy in 2024.
Against this backdrop, the Ministry of Health (MoH) is seeking a consultancy firm to customize, deploy and sustain operations of an open source EMR platform across the selected healthcare facilities. The company must have the requisite capability, technical expertise and proven track record for large-scale EMR deployment and maintenance.
The consulting services (“the Services”) include to:

Review existing EMR work plan based on evidence review

Conduct workflow assessment and document Software Requirement Specifications for the EMR

Develop, set up and customize a bespoke version of OpenMRS system

Lead deployment of the customized EMR system

Integrate and interoperate EMR with existing point-of-service applications, registries and other shared services

Provide ongoing technical assistance to facilitate continued maintenance and sustained operations of the EMR

The Ministry of Health
now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The main shortlisting criteria are:

The qualifications and experience of the firm in large scale EMR deployment and maintenance and
-
The availability of qualified and experienced staff as defined and stipulated in the TOR.
Consultants may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.
A Consultant will be selected in accordance with the Consultant Qualification Selection (CQS) method as set out in the “The Sierra Leone National Public Procurement Act of 2016”.
