- Terms of Reference for Fellow – Information, Communication and Technology (ICT)
The role of the ICT Fellow is significant and proactive, involving supporting Senior Managers to lead the ICT activities outlined in the Digital Health Roadmap. The ICT Fellow will work with the ICT Unit Manager and the Senior Fellow to concentrate on two critical workstreams: (i) creating and executing a real-time, comprehensive enterprise architecture for managing human and estate resource planning, and (ii) overseeing the electronic health record platform. Furthermore, the ICT Fellow will provide daily project management support on Standards and Interoperability, Infrastructure, and Compliance. As an aspiring ICT Engineer and/or Computer Scientist, the ICT Fellow will optimize the ICT infrastructure and vision of the Ministry across regional health facilities, ensuring alignment with the Digital Health Roadmaps. The ICT Fellow will play a crucial role in supporting the ICT Unit Manager and Senior Fellow to implement the Enterprise Architecture and Resource Planning ICT component of the Digital Health Roadmap. Added to this, the ICT Fellow will support the Senior Fellow and ICT Manager to provide effective coordination for ICT infrastructure teams (from MoH and Ministry of Communication Innovation and Technology) to transform healthcare services, facilities, and the health workforce.
KEY RESPONSIBILITIES
Enterprise Architecture Development:
- Co-design and implement a scalable enterprise architecture in alignment with the Digital Health Roadmap.
- Collaborate with relevant stakeholders to ensure the architecture supports the overall digital health strategy.
ERP ICT Architecture Projects:
- Support the ICT Unit Manager and Senior Fellow in leading Enterprise Resource Planning (ERP) ICT architecture projects within the Ministry of Health.
- Ensure that ERP systems are designed and implemented to optimize healthcare management processes.
Integrated Technology Framework:
- Assist the ICT Unit Manager and Senior Fellow in establishing an integrated technology framework to streamline health Enterprise Resource Planning Management (ERPM) data and processes.
- Ensure the seamless flow of information across ERPM systems to enhance decision-making and efficiency.
ICT Skills Development:
- Identify ERPM ICT requirements within the Ministry of Health and develop an ICT upskilling program to enhance the technical capabilities of staff.
- Promote the use of data science tools and ICT systems among Ministry personnel.
Innovative ICT Solutions:
- Drive the development of innovative ERPM ICT solutions that improve the performance of digital health systems.
- Collaborate with software developers and data scientists to create
Interoperability and Data Exchange:
- Foster collaboration with other stakeholders, including healthcare facilities and external partners, to ensure interoperability between ICT systems.
- Facilitate smooth data exchange to support coordinated patient care and reporting.
- Co-develop and implement ICT standards, protocols, and best practices to ensure consistency and efficiency in electronic records management systems and related technologies.
- Support Senior Fellow/ ICT Unit Manager to achieve seamless interoperability between different ICT systems and applications to streamline data exchange and improve human resource and estate processes.
Data Security and Compliance:
- Support the ICT Unit Manager and Senior Fellow in implementing data security and compliance measures.
- Establish and enforce internal ICT standards and protocols to safeguard sensitive healthcare information.
Supporting Senior Staff:
- Collaborate closely with senior staff within the ICT Unit to provide technical expertise and guidance on ERPM ICT projects.
- Assist in the preparation of reports, budgeting, and forecasting related to ICT initiatives.
- Work with health managers to develop relevant point-of-care solutions, particularly for disease prevention, NCDs, HIV/AIDS, Malaria, RH/FP, Child Health, EPI, etc.
QUALIFICATIONS AND EXPERIENCE
Desirable:
- A graduate (BSc/BA), Merit (2:1) or First Division preferably.
- A Sierra Leonean, either local or from the diaspora.
- Willingness to pursue a master’s degree while working over a 2-year period at the Ministry of Health.
- Willingness to transition into the Scheme of Service to secure a permanent position at the Ministry of Health following the 2-year fellowship.
Expectations (Candidates may have a combination of these attributes):
- Bachelor’s degree in computer science, Information Technology, or a related field.
- At least 1-3+ years of relevant work experience in ICT, data science or health data science
- Strong knowledge of ICT infrastructure, networking, and system security.
- Familiarity with ERP systems (e.g., SAP, Oracle, Microsoft Dynamics) and related modules
- Excellent problem-solving and troubleshooting skills.
- Familiarity in ERP customization, reporting, and system administration
- Effective communication and collaboration abilities.
- Familiarity with Windows and other operating systems is an advantage.
