Background
The Ministry of Health (MOH) works with development partners, implementers and various Government Departments to deliver health care services to the Sierra Leonean Population. The transaction costs associated with managing multiple donor funds separately, through different uncoordinated structures, has led to the establishment of the Integrated Health Projects Administration Unit (IHPAU) in the office of the Chief Medical Officer. IHPAU intends to integrate all donor-funded projects to be centrally managed by one coherent unit that is integrated within the MOH structure.
The Integrated Health Projects Administration Unit (IHPAU) is an integral structure of the MOH designed to integrate management of all donor-funded projects. With supervision from the office of the Chief Medical Officer, IHPAU manages donor-supported projects by ensuring quality financial management; timely procurement of Goods and services; and efficient monitoring, evaluation, accountability and learning on all donor-funded projects. IHPAU also perform similar responsibilities for other health projects supported by World Bank, GAVI Alliance, IsDB, African Development Bank, UK Aid, the EU, and UN Agencies.
It is imperative to have dedicated staff for Global Fund-funded Grant Cycle 7 (GC 7) to support MOH programmes and Directorates in the implementation of the “Strengthening System for health and scaling up of high impact interventions for HIV, Tuberculosis and Malaria to attain Universal Health Coverage”. The GC 7 will be implemented for three (3) years staring 1st July 2024 and ending 30th June 2027.

ROLE SPECIFICATION FOR OFFICE DRIVERS:
Under the supervision of the Deputy Team Lead, the Office Driver will provide support to the overall fleet operations of IHPAU/MoH.
DUTIES AND RESPONSIBILITIES
- Fill out relevant forms (Vehicle Logbook and Vehicle Fuel Forms) assigned to each of the IHPAU vehicles.
- Always carry mobile phone, switched on and charged.
- Ensure that the vehicle(s) allocated are checked daily (Monday to Friday) concerning fuel, water, oil and other fluids, tyre pressure and report any damage/ repair requirements to the Transport Officer.
- Ensure that allocated vehicles are kept clean and the interiors tidy.
- Responsible for all loading and unloading of goods into the vehicle while ensuring their security and condition in the vehicle.
- Report any accident or driving incident, even minor, to the Transport Officer as quickly as possible.
- Obey all road traffic regulations, including the wearing of seat belts, ensure to be in possession of a valid driving licence when on driving duties.
- Responsible for the payment of charges due to traffic offenses of over speeding, unlawful parking, etc.
QUALIFICATIONS (Professional, technical, academic)
- High school Certificate or equivalent.
- Must have Valid driver’s licence with a clean driving record.
EXPERIENCE
- A minimum of 5 years proven experience as a driver, preferably in a donor funded project, NGOs, or office setting.
- Must be familiar and have a working knowledge of driving laws and regulations.
- Knowledge of basic vehicle maintenance.
- Experience working for donor funded projects is an advantage.
- Good communication skills and ability to work in a team with a good time management skills.
