The Government of Sierra Leone has received financing from the World Bank toward the cost of the Sierra Leone-Quality Essential Health Services and Systems Support Project (QEHSSSP), and intends to apply part of the proceeds for consulting services. The consulting services (“the Services”) include to develop postgraduate curricula in Midwifery & Obstetrics Nursing; course contents for Midwifery & Obstetrics Nursing. The estimated level of effort for this assignment is 15 working days per month for a period of six months/ 90 days. The detailed Terms of Reference (TOR) for the assignment can be obtained via email to msesay@mohsihpau.gov.sl.

The Integrated Heath Projects Administration Unit now invites qualified individuals (Consultants) to indicate their interest in providing the Services. Interested Consultants should provide information (academic/ professional certificates and updated CVs) which demonstrate that they have the required qualifications and relevant experience to perform the Services. The shortlisting and selection criteria shall be based on the following minimum qualification and experience:
The minimum qualification and experience are:

• Bachelor’s degree in Medicine and Surgery (MBChB/MBBS/MD) AND a Fellowship in Obstetrics & Gynecology from a recognized Postgraduate Medical College OR a Doctor of Philosophy (PhD) degree in a medical discipline. OR
• A Specialist or Consultant Midwife with a Doctor of Philosophy (PhD) qualification from a recognized institution.
• He/she must have at least 5 years’ work experience within an academic institution; and must possess the requisite academic experience in curriculum development.
The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” dated July 2016 and revised in November 2017, August 2018 and November 2020 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.

 

Consultant will be selected in accordance with the Individual Consultant Selection Method set out in the “Procurement Regulations for IPF Borrowers” dated July 2016 and revised in November 2017, August 2018 and November 2020.
