The Government of Sierra Leone Ministry of Health (MoH) has received financing from the World Bank toward the cost of the Quality Essential Health Services and Systems Support Project.The MoH intends to apply part of the proceeds for consulting services.

The consulting services (“the Services”) include:

  • Assess the current organizational structure, functions, and governance of NEMS, including its leadership, staffing, and decision-making process
  • Evaluate the effectiveness and efficiency of NEMS operations, including emergency response times, ambulance fleet management, and coordination with health district health management teams and health facilities
  • Examine the availability and accessibility of emergency medical supplies, equipment, and facilities nationwide.
  • Identify gaps and bottlenecks in the delivery of emergency medical services and propose actionable recommendations for improvement
  • Ensure that NEMS adheres to internal standards and good practices in emergency medical care
  • Conduct an in-depth financial management review of NEMS

The Ministry of Health now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The main shortlisting criteria are:

  • The qualifications and experience of the firm and
  • The availability of qualified and experienced staff as defined and stipulated in the TOR.

The consulting firm/company must have experience in conducting organizational and functional reviews preferably in the healthcare or emergency services sector. shall possess the following qualifications and/or general requirements. The relevant qualification and detail selection criteria shall include, but not limited to:

  • Firm’s experience in conducting organizational and functional reviews preferably in the healthcare or emergency services sector

Adequate multidisciplinary team/staffing resources availability to carry out the services. The indicative description of required key staffing schedule are (1) organizational/ operations management expert, (2) financial management expert, (3) healthcare Services Expert, and (4) Monitoring and Evaluation Expert.

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” dated July 2016 and revised in November 2017, August 2018 and November 2020 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest

Consultants may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

A Consultant will be selected in accordance with the Consultant Qualification Selection (CQS) method as set out in the “Procurement Regulations for IPF Borrowers” dated July 2016 and revised in November 2017, August 2018, November 2020 and September 2023.
